WP2 Legal Issues is led by Fraunhofer. This Work Package investigates the possible legal framework(s) for the facility. This includes the option to establish and operate the RI using the European Research Infrastructure Consortium (ERIC) as a legal framework. WP2 includes tasks, such as the definition of the overall principles and objectives of the project, identification and investigation of the legal settings necessary or desired to achieve and support these principles and objectives. WP2 and WP1 Organization and financing are strongly interlinked and therefore coordinated by the Administrative and Legal Advisory Committee (ALC).

The ALC has been set up by WP2 to explore the ideal organizational structure for WindScanner.eu as a geographically distributed research infrastructure consisting of

individual nodes. ALC will advise on the administrative and legal issues necessary to guarantee the optimal operation of WindScanner.eu. It shall ensure that the administrative and legal structures are consistent and in line with the results of all work packages of the preparatory phase project.

The key objectives of work package 2 are:
